About IRMA:

The Institute of Rural Management Anand (IRMA) is a prestigious national institute known for Postgraduate, Doctoral, and Mid-career education in rural management. Since its establishment in 1979, IRMA has aimed to promote sustainable rural development through professional management practices. The institute is also involved in research, consulting, and various teaching positions.

IRMA is inviting applications for Research Associate / Assistant positions for the project titled ‘Comprehensive Review of Panchayat Finances and Measures to Augment their Revenue’. This study has been commissioned by the 16th Finance Commission, Government of India.

Research Associate / Assistant (4 Positions)

Location:

Institute of Rural Management Anand (IRMA), Anand – Gujarat

Study Overview:

The 16th Finance Commission has tasked IRMA with reviewing critical aspects of rural local bodies (RLBs), including:

• Devolution of Funds, Functions, and Functionaries to RLBs.
• Status of account maintenance and audits across RLB tiers.
• Usage of the e-Gram Swaraj portal for financial management.
• Revenue and expenditure analysis for RLBs.
• Assessment and collection of house tax in rural areas.
• Identification of best practices using digital technology for revenue augmentation.
• Study of revenue generation methods and house tax collection.
• Analysis of tied and untied grants from previous Finance Commissions.
• Review of the implementation of Finance Commission recommendations.

Selection Criteria:

Candidates applying for this faculty recruitment in 2024 should have the following qualifications:

• Postgraduate Degree in Social Sciences (Economics, Political Science, Public Administration).
• Preference for candidates with specialization or work experience in Public Finance or Public Administration.

Role Description:

The selected candidates will undertake the following tasks:

• Data Collection from Panchayati Raj Institutions.
• Data Analysis on revenue, expenditure, and grants.
• Development of case studies on revenue generation and optimal grant usage.
• Report writing based on findings.

Remuneration:

• The monthly consolidated salary will be in the range of Rs.40,000 – Rs.50,000, depending on qualifications, experience, and fit with the position.

Nature of Appointment:

• This is a contractual position for 5 to 6 months.
• Expected joining date: Within 15 days to one month from the date of receiving the job offer.
